How to Verify a Russian Attorney's Licence

You can confirm that a Russian lawyer is a licensed advocate in about ten minutes. Ask for the registry number, find it in the official register of advocates, and compare the name, region and status with what the lawyer told you. If any of these do not match, stop before signing or paying.

Below, attorney Elena Petrova explains how the register works and walks through the check using her own number, 77/13551.

What Verification Protects You From

In Russia anyone may offer legal services without a licence. Many firms call their staff "lawyers" although none of them holds advocate status. That matters for three reasons. A non-advocate cannot serve as professional defence counsel in a criminal case. Conversations with a non-advocate are not covered by statutory attorney-client privilege. And a non-advocate answers to no bar chamber, so there is no disciplinary body to complain to.

For a client abroad the risk is higher. You rarely meet the lawyer in person, and your documents and money travel on trust.

How the Register of Advocates Is Organised

Advocate status is granted by the bar chamber of a constituent region after an exam. The Ministry of Justice records each advocate in the register under a number made of two parts: the region code and a personal number within that region.

ElementMeaningExample
Region codeWhere the status was granted77 for Moscow
Personal numberEntry in the regional list13551
Status lineActive, suspended or terminatedActive
Form of practiceBar association, bureau, office or consultationNamed in the entry

An advocate who moves to another region is transferred to a new register, so the code may change over a career.

Checking a Number Step by Step

  1. Ask the lawyer for the full registry number and the name of the bar formation.
  2. Open the register search on the Ministry of Justice portal or the lookup service of the Federal Chamber of Lawyers.
  3. Enter the surname or the number and choose the region.
  4. Compare the full name letter by letter with the lawyer's passport spelling in Russian.
  5. Check that the status reads as active, not suspended.
  6. Look at the advocate's certificate. It carries the same number, a photograph and the name of the regional justice office.

If the online search returns nothing, contact the regional bar chamber directly. Chambers answer written requests about whether a person is a member.

Warning Signs During the Check

A suspended advocate may not practise until the suspension ends. Payment to a personal card breaks the rule that an advocate's fees go through the formation's account or cash office.

Worked Example With Number 77/13551

Enter "Petrova" and region 77 in the register search, or search for 13551 within the Moscow list. The entry should show Elena Petrova, the Moscow region and an active status. The certificate we send on request carries the same number.

Do this check before sending us documents. We encourage it with any lawyer you consider.

What the Status Gives You in Practice

An advocate must keep your information confidential under federal law on advocacy. Investigators cannot question an advocate as a witness about what a client told them. Searches of an advocate's office require a court order and the presence of a bar chamber representative.

These guarantees work only if the person really holds the status, which is why the check comes first.

Next Step After Verification

Once the status is confirmed, request a draft agreement and a short plan for your matter.
