Russian Visas and Residency: FAQ
A foreigner's legal stay in Russia rests on three things: the right document for entry, timely migration registration and a status that matches the purpose of the stay. The path to long-term residence usually runs from a temporary residence permit (RVP) to a residence permit (VNZh) and then to citizenship. Attorney Elena Petrova answers the questions she hears from US citizens and other foreigners.
Choosing a Visa for Entry
Which visa types exist?
Tourist, business, private, study, work, humanitarian and transit visas. The purpose of the trip must match the visa; working on a business visa is a violation.
Is the Russian e-visa available to US citizens?
The unified e-visa covers citizens of a list of countries approved by the government. The list changes, so check it on the Foreign Ministry portal before planning a trip.
Can a visa be extended inside Russia?
Only in limited cases, such as serious illness or other exceptional circumstances confirmed by documents. Usually a new visa must be obtained abroad.
Migration Registration
Who has to register a foreigner?
The receiving party: a hotel, landlord or employer. Registration is completed within seven working days of arrival for most foreigners.
What if the host does not register me?
The foreigner and the host both face fines. For the foreigner, repeated breaches can lead to expulsion and an entry ban.
Temporary Residence Permit (RVP)
What is an RVP?
A permit to live in Russia for three years, usually within a quota. Some applicants apply outside the quota, for example spouses of Russian citizens or those born in the RSFSR.
What does an application require?
A passport with translation, medical certificates, a fingerprint record, a certificate of Russian language, history and law, and proof of paid state duty.
Can I work while holding an RVP?
Yes, but as a rule only in the region where the permit was issued. Working elsewhere needs separate grounds.
Residence Permit (VNZh)
When can I apply for a VNZh?
Usually after living in Russia on an RVP for at least eight months. Certain groups, including highly qualified specialists and their families, may apply directly.
What obligations come with a VNZh?
An annual notice of residence to the migration authority. Missing it leads to a fine, and a long absence from Russia can cause the permit to be cancelled.
Path to Citizenship
| Status | Validity | Key step to the next stage |
|---|---|---|
| Visa | Depends on type | Grounds for RVP |
| RVP | Three years | Eight months of residence |
| VNZh | Indefinite for most | Residence period under the citizenship law |
| Citizenship | Permanent | Oath and passport |
Does Russia require renouncing US citizenship?
In the general procedure, the applicant must declare renunciation of foreign citizenship. Simplified procedures for certain groups may waive this requirement.
Can a refusal of citizenship be appealed?
Yes. A refusal by the migration authority can be challenged in court, and a new application is possible after the grounds for refusal are removed.
Violations, Bans and Expulsion
What happens after overstaying?
An administrative fine and, in many cases, a court order for expulsion with a multi-year entry ban. The court may choose a milder sanction if the person has family ties in Russia.
Can an entry ban be lifted?
A ban issued by a migration or security authority can be challenged in court. Family life in Russia and proportionality are the usual arguments.
